Snoop & Jay Z collab w/neptunes. their layed back styles might compliment each other.
Busta & Mystikal also have been known to do hot neptune tracks & might make a good collab album. Maybe Luda, Shawnna & Kelis.

Out of that list, Noreaga for sure.

Actually (and I'm ready to be stoned in the town square by all the other heads for even suggesting this), I've always wanted to hear Jeru the Damaja on top of the Neptunes. Some of the more progressive things Pharell puts together remind me of some of the old, angular, left-field shit that Primo put together for Jeru (i.e. Come Clean, Physical Stamina).
